Abstract

For sure, public policies in the social field, from their obliged normative structure, have tended to define the situations of inequality and of exclusion from relatively homogeneous and stable categories. The persons express «cases», situations that often are difficultly removable to categories thought to be applicable in many situations and diverse conjunctures. It is not strange then that the public administrations, after having implemented their social and educational policies, have found allies in social initiatives very valuable to facilitate the necessary adjustments between regulations and personification of vulnerabilities and risks. If we do not want to increase threaths of instrumentalisation and of peripheral collaboration of these entities and of these initiatives in these areas, it is necessary to recognize this social role and to look for more equal formulae between public power and social action, formulae that avoid the sensation of instrumentalización of some and others.
