Abstract

The origin of the social questions results in Spain from the passage of an assistance of a charitable character at the beginning of the XXth century, as product of the coexistence of the religious and public powers and its evolution, to the rise of a social right, both from the point of view of the social security and applications of the first state policies of social well-being. In this sense, it seems important to untie, in the contents of this article, these levers both in the legal regulations and in the elaboration of complete action plans, in the respective domains of social intervention and sociocultural community development because, with its public appearance, many things changed from the point of view of the skills to be acquired and professional fields.
