Abstract

The situation of “political or institutional indifference” has produced in Spain movements of response based on citizenship, articulated to the margin of the political traditional mediations (political parties and unions), a position from which ensues the assertion “land of no one” to the so called new social movements. Afterward, the street has turned into territory that has returned to recover a sense that seemed to be lost. Space that from time to time is adapted by citizenships and turns into meeting place in which new narratives about the futur appear, in which the reflections on the global and the local thing have great relevancy. This article identifies as proper activity of sociocultural community development to bind these two dimensions, the instituted and the instituting one, which are intrinsic parts of the social reality. It is a question of assuming the role of mediators in an environment in which these two areas must give decisive steps of convergence, based on the establishment of spaces of credibility, dialog and consensus.
