The socio-cultural centres located in territories qualified as problematic receive in France new mandates in addition to their primary mission, sociocultural community development: those of mediation, support to migrant populations, prevention of delinquency and with them the need for intervention that is no longer that of sociocultural community development in the original sense, but of unrecognized and valuated social work. Such a situation entails risks for these structures when other bodies impose guidelines and conduct on them, often without consequential increases in resources. This mode of intervention on precariousness, poverty and uncertainty thus becomes an increasingly difficult exercise because of the risks of instrumentalization and commodification. The recent evolution of the Social and Cultural Centre of Hautepierre in Strasbourg provides a good example.
