Sociocultural community development can be defined as a process of distribution in various populations of the capacity of sensitive experience, expression, critical thinking, initiative and creativity. According to the si- tuations and the tools of intervention available, which vary with the level of development of societies, this process emphasi- zes social (capacitation allowing action) or cultural dimensions (participation in the production of standards). This text draws a portrait of the sociocultural community development system such as it builds itself since around thirty years from the philosophic and institutional foundations of popular education and its ancho- ring in specific territorial issues. It approaches the main challenges that face researchers and professionals nowaday, among which the impossible neutrality of practices, their necessary extension in the design of creative environments and the acquisition of the required expertise. The last part underlines the importance to pursue the consolidation of the continental and international networks in sociocultural community development.
