Several development projects, piloted by public or non-governmental institutions, failed officially because of a lack of budget and technical problems, but often because of low consideration of the aspiration and knowledge of the concerned populations. Yet, since the 1990s, developing countries became aware of the value of participative approach into their strategies of development to be more in sync with real challenges and arouse the support of local population, a determining factor of success of the intervention. We examine in this text the process of participation of the Algerian rural population in an experience of Algerian-Spanish cooperation in the daïra of Hachem, wilaya of Mascara, consisting in introducing a new model of participative development inspired by the European program called LEADER.
